iPad 9th generation partially unresponsive ONLY when using apps

i just received my iPad 9th gen a few days ago and the left side of the screen does not respond to touch, whether using the pencil or when using my finger, but it ONLY does this when using apps.

the only apps i have besides factory apps are Procreate and Autodesk Sketchbook - it did this with procreate so i downloaded sketchbook to see if it was the app itself, but it does it when trying to draw using both apps.

iPad does not have trouble responding to touch when on the home screen or lock screen, it swipes and opens apps just fine, but when using an app it becomes unresponsive on the left side.

I have tried restarting the app and restarting the device. i installed iPadOS 18.2 as soon as i received the iPad.

iPad, iPadOS 18

I'd suggest you do a factory-reset on it:

How to factory reset your iPhone, iPad, or iPod touch - Apple Support

not restoring from a backup and see if it will work just with the included apps, nothing third party. If all goes well, then you can reinstall your additional apps one by one and see if things continue to work or if it starts to fail after installing a given app. That will narrow down the possibilities, and if it's a single app that appears to cause the problem you can contact that app's developer.

If with a factory reset and the included apps it still has problems, I'd suspect a hardware fault and you will want to contact Apple Support or take the iPad to an Apple Store or authorized Apple service center for a diagnosis.
