AirPods Pro 2 as hearing aids but volume control does not seem to change what I hear
I just got AirPod pro 2’s and set up as hearing aids. Checked all settings to be correct. When I adjust the hearing aid volume nothing changes.

Sorry to hear that nothing has really helped you enjoy better hearing using the AirPods. Of course you can give up on them if you wish. Wondering if you have already seen Apple's "how to" video ...

Apple Support have an article online that may be helpful:
(ie: explains about using the slider to adjust amplification, and much more)
Use the Hearing Aid feature on your AirPods Pro 2 - Apple Support
AirPods Pro2 can also use Headphone Accommodations ...
... (if needed you can also scroll down to "Adust manually")

TMAC ~ Unlikely, as we're all users in these user-to-user communities. Apple will "read all feedback carefully" here:

Thank you for joining the discussion, and for sharing your experience with the community. Wondering which iOS version your iPhone is using and whether or not you have updated to iOS 18.3.
"To set up Hearing Aid and Media Assist, you need AirPods Pro 2 with the latest firmware paired with an iPhone or iPad running iOS or iPadOS 18.1 or later." (Use the Hearing Aid feature on your AirPods Pro 2 - Apple Support)

Seems the hearing test needs to be available in the Health app for choosing, in order to be applied.
(See video above, if needed)
The links Alancito kindly provided are the best way to share your valued experience with those who work behind-the-scenes at Apple, and can make changes if others are also experiencing similar difficulties. (They will likely not reply, yet your feedback is carefully read and logged.)
Thank you - I tried everything including having Apple (their health department) walk me through all the settings. Basically gave up on AP2 improving my hearing. The article you provided made it so simple - duh.
Just got mine. Began setting them up. Could not get a successful hearing test. Had to use the Mimi hearing test app (because I could not get a successful hearing test) and add the test by printing it out and scanning it back into the setup. Then after all seemed correct, it didn't work. Could not hear any better than without them in my ear. After much searching, I decided to reset everything (factory reset button on the back of charging case) and start over. This time I set things up but did not enter a hearing test and they worked great. I could change the hearing aid volume and even use the Live Listen feature that allows me to hear through my iPhone. Was excited and after testing different situations, I thought,"Imaging how much better it will work if I enter a hearing test". So I did and everything quit working. Had to reset and start over to get them working again. For whatever reason...for me, adding a hearing test killed all functionality. Hope that helps someone. Hope Apple reads this.
