Can't get rid of predictive text/suggested text after Sequoia update on MacBook Pro

After updating MacBook Pro to Sequoia I started getting predictive text and/or suggested text in messages and email.

I went to settings->keyboard->text input->edit

and turned off "show inline predictive text."

Have rebooted several times since and still get suggested words when replying to emails and texts.

Does anyone know how to permanently disable this. I never want to use this. I want to form my own thoughts!

If I have a word highlighted and press F5, I get the dreaded popup of frankly miscellaneous words. Yes, I did go to Settings>Keyboard and turned off "Show inline predictive text" to no effect. Happens in TextEdit and Scrivener, so it seems not an app-specific issue, for those at least. Sequoia 15.2 on an M4 Mini. Anyone out there with a solution?

Some apps may have their own options as well. I just checked Messages and did not see anything. I did not check the Mail app since I don't use it.
