whenever i try charging my apple pencil to my ipad it doesn’t work, i restarted my ipad updated it and reset the apple pencil bluetooth, it still doesn’t work now i can’t connect my apple pencil or charge it, help someone?

The 9th gen iPad is only compatible with the Apple Pencil (1st generation) model. Is this what you have? If so, how long have you had it? Has it ever been left unused for an extended period of time (think months) with little or no charge?
Based on what you provided in your post, my guess is that the pencil's battery is depleted. As such, Apple does not repair them, and you would have to get a new replacement. Apple still sells them at their online Apple Store.
