Xcode stuck at 100% download

I'm trying to install Xcode on my 2020 M1 Macbook Air running OS 12.7.4, and in the app store, it doesn't show the progress bar (circle?) anymore, it just shows a loading icon. When I look at the app in the launchpad, it says its at 7.76 gb out of 7.76 gb, and says installing. Its been like this for 10 ish minutes. Restarting did not help.

Cannot update software as a program stops updating/restarting. canot remove from applications. How can I do this? nextbaseplayer. Still in dock and applications. Removed from downloads. Trying to update software, but cannot as program still open.
