The Venmo Debit card is managed by Bancorp bank and the Credit card is managed by Synchrony Bank, so you can see if they are supported in your region.

If you get the message that it could not be added and contact the card issuer, then you will need to do that. It is the bank that approves the card when the information is entered into your Wallet. Without the approval by the bank, it will not be added. They should be able to tell you the reason, many times it is due to a verification issue such as the name, region, or birthdate don't match the information the bank has to make sure you are the actual owner of the card.
