That is indeed a common thing among organized crime gangs. There is no international police force that has any power to do anything about this once a device leaves the country and China in general does not appear to be doing much if anything to crack down on these gangs. All Apple can do - and they have - is develop things like Activation Lock and component registration to try and make theft of an iPhone less attractive. But there remains enough demand for those parts, even those that cannot be used, to keep such thefts profitable.
There's really nothing any of us can do other than employ the protections Apple offers and get theft insurance, either through AppleCare+ or aftermarket.
