i had a free trial on a photo edit app. I tried to cancel about Apple had already taken payment for an annual subscription. However, when I checked the app on my phone I was still on the basic version despite paying for pro. After lengthy dispute with Apple, they still say I’m not eligible for refund.

The free trial must be cancelled at least 24 hours before the trial period ends to avoid a charge. When you see the charge for the subscription, it is then too late to cancel the free trial. Now that you have the subscription and it is not showing in the app, you can follow the steps here where most apps have an option to restore the purchase. There are also suggestions to restart the device and contact the Developer is the subscription is still not showing in the app.

While it is true that the developer cannot issue you a refund, they can give you a free redemption code for the subscription that is currently not working. They did get paid for the subscription that you signed up for, so I don't know why that was not offered to you.
I would recommend writing a review for the app in the App Store. Sometimes developers are more responsive when your concerns can be viewed by others looking to download the app.

@Mac Jim. I contacted the developer before Apple. They said if I’d purchased directly from them or Google App Store, a refund would be no problem. Apple don’t give them the ability to issue refunds.
I followed the steps to restore as you suggested. App developer provided same info. Purchase isn’t there. But thanks for your advice.
