iPhone Home Screen only shows time

My phone will only speak when I touch it in any way. I can’t access anything.

If I try to open the phone from my Home Screen, it just says the time.

Sounds like you may have VoiceOver accidentally activated on the phone. When attempting to correct this, you will need to double-tap on anything that you want to do on the phone. It will say the button when you tap the first time and then activate that button when you tap the second time. Once you get into the phone, and remember you are going to still have to double-tap, go to Settings>Accessibility>VoiceOver. It should show it being turned on. Just turn it off.
