So I didn’t have upgraded iCloud storage and as soon as I upgraded the storage my gallery photos took all my space in my ipad and my MacBook because it synced. Now I don’t know what to do.

Try turning on storage optimization for Photos on the devices where you don't have enough space/need to sync all photos at full resolution etc.
On the MacBook go to Photos > Settings > iCloud and adjust the settings to "Optimize Mac Storage".
On the iPad go to System Settings > Photos and you should see similar options there.
In my case I have full sync on my Mac Mini @ 100Gb, with storage optimization turned on for iPhone and iPad both around 3.5Gb.
