Refund from restricted Apple Cash account

I recently got a refund approved for something, it's a lot of money and I bought it using my Apple Cash account. But it ended up restricted a few days later, and I'm not willing to call to unrestrict it since it's a lot of time (I've heard it's taken people hours only for them to say they can't do anything about it.) Am I still able to recieve a refund or would I have to contact them to send the money somewhere else? Where would the money go if not?
