Apple account creation issue with Orange phone number

Hi there,

My girlfriend encounters a problem when trying to create an apple account from the link https://account.apple.com/sign-in

In the first page she inputs name, email, date of birth, phone number and the verification code, goes to the second page where the email is verified and she passes successfully to the next page where the phone number is checked and here the problem occurs. She receives the verification code with an sms, but the page doesn't accept it. It behaved like nothing was written in the cases. She also tried to use Call this number method, but she didn't receive any call.

We both have emails from Gmail and Romanian phone numbers. I did exactly what she did, but I was successful in creating an Apple account. The only difference that I can think of is that the telephony provider is not the same. Mine is Digi and hers is Orange, but that shouldn't be a problem. A lot of people in Romania have Orange number and Apple account.
