Unable to set up screen time limits for the new iPad

I have been trying setting up screen time limits for my daughter's new ipad. It's not working.

What I want to achieve - Limit the total screen time to 30 minutes per day.

What I have done - * Set "Downtime2 scheduled 20:00 - 9:00; * Set "All Apps & Categories" to 30 min, Every Day, in "App Limits" (App Limit is On, Block at End of Limit" is On)

What actually happen: My daughter can still use Apps such as Safari, YouTube as if there were no limits set.(Safari 6 hours/day on average, Youtube 4 hours on average). Total screen time 7 hours/day on average.

This is shocking. Apple please fix this.

(ps, new ipad pro 2024, updated to the latest ios).
