Thanks for suggestion of ESC. key..

I seem to have fixed it, by logging in my user name (which was the name of my iMac, not my email address), and my computer turn on password (not my Apple Account/ Apple ID password). Now I still get a pop up window, but it just asks me

  • to confirm that I want to RESTART without saving changes and
  • with opening the same windows on RESTART.

What I was trying to do was RESTART, without needing to enter my username and password each time I choose RESTART

(I am on a new iMac M4 and a new to me operating system Sequoia...)

It's always confusing which Apple or Mac password to use for what.

So it seems that entering my username and password once was enough....

As a guess, write your file data somewhere that doesn’t another login, and doesn’t require protected access.

Ah, and a reply appeared. You were trying to write in a protected area, and the app involved didn’t have that access. That write was also blocking shutdown.

If you're shuffling between Apple accounts and logins as it appears, that can require some care.
