if I go to any email thread in the mail app and drag down to get the summarize button, then clicking on the summarize button only ever says “Unable to summarize message”… This is for every message I have. I do get the two line summaries on the preview.

Please turn off and turn on Apple Intelligence from the Settings menu. Wait for 30 minutes to 1 hour. (After 10 Minutes, i fixed) This will investigate and resolve the issue.
