Unable to remove lost mode on minor's iPhone to use Apple Pay

My son’s phone was reported lost, he’s a minor and now we can’t figure out how to get it out of lost mode so he can use his Apple Pay.

1. Go to iCloud
2. Sign in to your Apple Account
3. Select the device under All Devices on the left
4. Click Lost Mode, then Stop Lost Mode, then Stop Lost Mode again

1. Enter your passcode on the device
2. If you turned on Stolen Device Protection, you may need to use Face ID or Touch ID
