I'm a little confused about the precise nature of the issues you describe, so let's check to see exactly what the situation is now.

Yes, sounds as though you have deleted the songs from iTunes. If so, the first thing to do is see whether the song files are in the Windows Recycle Bin.
If you cannot see the Recycle Bin icon on your desktop, use the Search feature on the Taskbar to search for Recycle Bin. That should open up the bin. If the deleted files are in there, use the Restore function to put them back into their original location:
- highlight the files
- using the Recycle Bin menu, choose Recycle Bin Tools / Restore the selected items option
- the files should now be back where they were
If they are no longer in the Recycle Bin (which may be the case as the bin empties out after a month), your only option will be to re-rip the CD into iTunes. If you have to use that route, you will then (and only after re-adding them) need to delete the entries with the exclamation mark - if they still show it. (If you're lucky, iTunes will put the replacement copy in the exact place of the old one.)
The songs can play and everything here but can't be transferred to my phone.
This is a point I don't understand. If there is an exclamation mark next to a song in iTunes, the song will not play. The only thing I can think of is that you are looking on the phone, from iTunes and playing the copy that is on your phone.
For now, you need to resolve the current issue of the exclamation marks in your iTunes Library. Once you do that, we can sort out getting artwork into the songs. Then we can get the new copies onto your phone.
