You don't "turn off" SOS.
If you see SOS, No Service, or Searching on your iPhone or iPad - Apple Support
"If you see SOS or "SOS only" in the status bar, your device isn't connected to your cellular network, but you can still make emergency calls through other carrier networks. This feature is available in Australia, Canada, and the United States."
As to why your phone cannot connect to a cellular network, you can try reconnecting to your network (as outlined in the Support article), but if that fails, you will need to contact your carrier (phone company).

If you do not need to use SOS, then cancel it, and confirm with the words "pocket tap"
