There is no walkie talkie app on my apple watch and I can’t download it from the App Store

I tried to download the app from my iPhone but it says that it can only be downloaded on Apple Watch. Then I tried to download it on my Apple Watch and it says that it requires iPhone. I already log in on my FaceTime and I don’t know whats wrong. I have the iPhone 15 Pro with IOS 18.1.1 and Apple Watch Series SE with watchOS 10.6.1. And its odd that the walkie talkie app isn’t there with the apple watch the first time it came. I didn’t delete it or anything. At first I didn’t even know that the app actually exist.

Apple Watch SE, watchOS 10

Is your iPhone or Watch originally from a country where Walkie-Talkie or FaceTime is (or was) not permissible?

From UAE or China mainland, for instance?

What is the iPhone model number?

Is any of Parental Controls, Focus, or Screen Time enabled here?

First confirm that the Walkie-Talkie feature is available in your country:

watchOS - Feature Availability - Apple

If so, then you're probably not looking at the correct Walkie-Talkie app when you search the App Store from your Watch. Make sure you search for "Walkie-Talkie" and that the one you select is the one from Apple themselves; that one works only on the Apple Watch and will be listed as "Utilities"

Are you saying your Watch is not paired to an iPhone? Are you saying it is standalone?

There should be no requirement for an iPhone if it is paired to the Watch. In addition the walkie-talkie app is installed by default and you should not have to download it.

Is there something you’re not telling us? Did you delete the walkie-talkie app? Is your Watch used?

Something not’s right about your situation.
