Recently, photos my husband took with his iPhone started showing up with the people floating and a white background. I can't find any information on how to get his iPhone back to taking normal photos.

On a Mac it's called "Remove Background."
On an iPhone it's making a Sticker, and you can paste it into texts and things. I'm not absolutely sure it can be done in iOS 16, but it's done in Photos by just touching the mammoth, or whatever subject, and you can lift it from the picture. But in every case, the original picture remains intact. This does not happen automatically.

In both cases, the backgroundless images were separate files-- the originals are still there.
I can't see anything on my phone that treat this as a style. Even if that were what's happening, you should be able to go into Photos, choose Edit, and Revert to Original.

That’s exactly what they look like! We don’t know why or how they came out like that. Everything I’ve read talks about how to do that, but I need to know 1)how to undo them and 2) how to keep it from happening again.
