Where does a call label (like Healthcare) come from

This is the second time in as many weeks that I have gotten calls labeled as something they are not. For example, I just got a call from Healthcare. I missed the call and called back. The number did not answer and I got a “the cellular number you have dialed…” after about 30 rings. I don’t know of any healthcare that calls me from a cell phone but has no ability to answer. Also, I got a Public Service call about a week ago but it wasn’t “public service” it was someone asking for a donation to something - perhaps valid or perhaps a scam. How do we report these as NOT what they are claiming to be?

You would report these to your cell carrier, if they have a mechanism for it, or to your country's communications authority; the FCC, in the US:

But scammers like these are often in foreign countries, spoofing legitimate phones numbers and caller IDs and placing the calls through small poorly secured (or greedy) phone systems, so there's probably little that reporting them will accomplish.

Contact your mobile provider and report the number that is displaying an invalid Caller ID.
