Doing have to enter personal information to use money sent by apple pay

Sent someone cash via Apple Pay- they are having trouble accessing it. They are being asked to give their personal information. Why is this?

Once a person reaches the limit of I believe is $500 in total transactions, they must verify their identity. This is a banking rule called Know Your Customer (KYC) that the government imposes on banks to prevent money laundering and fraudulent transactions.
