All iPad models are available in two versions, WiFi Only (with no Cellular capabilities whatsoever) and WiFi+Cellular - the latter having Cellular capabilities if you add a Cellular plan.
The most recent models of WiFi+Cellular models do not have a slot for a physical DataSIM Card, but instead use an eSIM. The eSIM is integrated within the iPad, Cellular operation being configured electronically - often by using a QR Code provided by your chosen Cellular Carrier, or online from the Carriers website. Some Cellular plan can be activated directly from iPad settings:

Other WiFi+Cellular models of iPad of recent years have both a slot for a physical DataSIM and a built-in eSIM, whereas much older models have only a physical SIM slot.
