You will need to provide the Apple ID/Password used when the phone was setup.
Did you purchase this phone used? If so, return it. If the seller is no longer available, you were likely scammed.
If this is your phone that you purchased from Apple or Authorized Apple seller, then you may be able to remove the Activation Lock.
