Collapsing upper and lower portions of a cropped picture on iPhone's native editor

Imagine this scenario. Let's say you take a screenshot of your phone's home screen. Now you want to crop out the very middle line of icons (from left to right) and then you want to bring down the remaining 2 pieces of the picture to look like 1 solid picture. Can you do that on iphone? If so, how?


So I am wanting to cut out the middle of a picture (from left to right) and then have what's left just look like 1 picture. I need to be able to bring the top part down to sit on the bottom part like its 1 picture with no space left blank in the middle where I cut the row of icons. It doesn't need to look pretty, I just want to cut out the stuff that doesn't need to be in the pic, and I prefer to be able to do it right on the phone itself. I know how to use Canav or MS-Paint to do this, but I was wondering if it can be done right on the phone's native picture app. Thanks for any reply or info. Have a great day everyone!
