Music artists and playlists on iPad not syncing with cloud

Both my iPhone and iPad are set to sync with Library. My iPad does not sync with the music that my phone has. Either my phone is not saving to the library or my iPad is not syncing with the library. I bought my iPad about one year ago and it still has not synced. Is this a known bug? Anyone else having the same issue?

iPad Pro, iPadOS 18
