Start by trashing the preferences. Hold Opt-Cmd as you launch the application.
The behavior you’re seeing is not normal both in the snapping and in the transform. Normally if you pull one side of the image the opposite side will stretch equally. Are you using the Option key to do this?
Are other images showing the same behavior? I don’t know if others can, but I can’t reproduce what you’re seeing.

Hold down the command key.
I am. that's not the issue. I called Apple support. it's a FCP problem. It automatically snaps on their end as well.
Still stuck in 10.4.10... I don't have the problem (or the new "toys" either ;) )
I’ll give that a shot re the clear preferences. I am holding option. I should point out that I am extremely zoomed in here and my image is very small. at that tiny size, the tool itself snaps. I can achieve my goals in the inspector window by manipulating the X and Y settings manually, but it is very time consuming. as the image gets bigger, the snapping is not a problem.
