How to sync offline maps to managed apple watch

I'll be succinct as possible.

I don't use iphone, but bought one because it was the only way to setup an Apple Watch LTE for my 9 year old (which is dumb and bad design, but it is what it is). So far it appears apple has gone out of its way to make absolutely everything more difficult than necessary.

So:

1. Iphone, registered to me so I can manage family group and her watch. I used this to configure the allegedly standalone watch phone.
2. Apple Watch se2. Configured for limited calling and texting.
3. Maps app is ok until signal isn't, then it's useless. Therefore, I want offline maps. Allegedly it's supported! Except it isn't.
4. I want offline maps on the watch but can't find any way to sync them. Downloaded the offline maps on the phone but there's no way to get them to the watch.

So far every bit of documentation I've found has been wrong. Is there ANY way to get offline maps on this ****** watch? I'm about ready to return it. So much for "It just works!"
