If they are doing some sort of SnapChat style device ban, resetting your phone will just wipe your data and force you to restore it from a backup (if you thought to make one).

To more directly answer your question, it depends upon how Tinder operates and the methods it uses to identify you. I don't know what those are. They may be using your IP address, or your equipment identifier.

If you repeatedly join Tinder and violate their terms then they may start taking more aggressive methods at banning your accounts.
