If I've bought an iPhone of physical dual sim from Dubai without FaceTime. Can I activate FaceTime when I'm in FaceTime supported countries like India, Usa.

Models with dual physical SIM card slots originate from China, not the United Arab Emirates, and don't support FaceTime Audio. If your unit is one of those, disregard the second paragraph.
If it's running 13.6 or newer, change the region in Settings to one other than the United Arab Emirates; otherwise, you'll need to have a SIM card from a Middle Eastern country other than the UAE or Israel.
