I’m working on an iPad does this matter? Is the double clicking thing mean something…is that a double tap on the note? Or is there some kind of click on the trackpad that is required…the note will highlight but won’t/doesn’t drag anywhere

I hope I understood you correctly.
To drag and drop with the screen, long-press a note, keep pressing and drag it to another folder (you can only drag a note to a folder).
If you are using a Magic Keyboard, the procedure is similar: click the note, keep pressing and the trackpad and drag the note.
