Cannot enter passcode or turn off iPad.
No numbers come up when I try to enter passcode. Cannot turn off either. Tried up and down with volume and then power button but does nothing.

If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
When performed correctly - assuming that the physical buttons on your iPad are undamaged - your device will restart. When performing the sequence, continue to hold the relevant buttons as directed until the Apple logo appears (may take up to 10-15 seconds).
If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

Put it on charge for at least half an hour, then, keeping it plugged in, try a "forced" restart of your iPad, using these instructions:
