The iPhone 7 originally ran iOS 10.0. You can update it to the latest release of iOS 15 – currently iOS 15.8.3. You cannot update it to iOS 16, let alone iOS 17. It lacks the hardware to support them. iOS 15 is the end of the line.

That model is not compatible with iOS 16 or higher.

An iPhone 7 can't run anything higher than iOS 15.8.3
