My Ipad has iPadOS 18.1.1. I have grouped my icons as I want them. Often, when moving between the first and second homescreen, the icons are suddenly moved into entirely new groups with new labels. How can I prevent this?

When dragging App icons between home pages, you will need to exercise some care in keeping the dragged App icon within unoccupied space. If you drag an icon and "hover" over another, a new App Group will be created that incorporates the two Apps.
Being a core behaviour of iOS/iPadOS, this function cannot be suppressed.
