Ever since updating to 18.2 OS on my 2020 Ipad pro all apps open in a smaller window by default.. I have to then use the three dots everytime to enter full screen window
How can i default it to be in full screen everytime to begin with?

As described, you have enabled Stage Manager - this being the "windowed" desktop environment.
If you disable Stage Manager in iPad settings, Apps will instead run in their 'full screen" presentation; in this mode, you can still use split-screen and slide-over views should you choose to do so:
Settings > Multitasking & Gestures - select Split View & Slide Over
