using iPhone 14 256gb to copy photos from phone to windows pc. Tried highlighting 186 photos to copy and paste. Only 97 are copied. Also tried copy and pasting the file direct to pc. Still only copied 97 photos

Seemed like a good try, though. How about format? Could the stubborn ones be heic rather than jpg? In Settings>Apps>Photos>Transfer are you set to Automatic? This should produce jpgs.

How did these pictures get to your phone? Were they all taken on the phone, or were some transferred to the phone from your computer? The thing is, pictures transferred by cable to the phone are handled differently than pictures from the camera or from iCloud. Could this be the difference in the two sets of pictures?
I don't use Windows, so I'm not sure how to get those other 89 pictures. It may require a different app.
