Two phones, one ID

I have one Apple ID and two phones, how can I have texts from other Apple users come only to the phone number intended?

I tried turning off iMessages on both phones, but then wasn’t getting the messages at all.

The 2 phones are intended to act as a single device when using the same Apple ID. In addition to Messages, are they any other syncing actions that are causing an issue for your use case as seen here:

With that said, you can make sure when going to the settings for the Messages app, at Send & Receive that the top part only allows messages to be received when sent to your phone number. Of course if someone is using your Apple ID to send the message instead of your phone number, then you will no longer receive those messages. In addition, turn off Messages in iCloud on one of the devices at Settings > [name on top] > iCloud. You may need to tap Show All to see the complete list of apps using iCloud, and then shut off Messages.
