As you have been advised you cannot. Please remember it is now 2025 which makes your computer 12+ years old. Even though to. you the computer may run okay it has been classed as obsolete and vintage (meaning parts are not available) by Apple years ago.
I suspect you may be running into issues where you cannot get software to run on it. It always starts with just one app but it gets worse the longer you try to keep the computer in service. Bottom line is, this is technology's (note not Apple or any other vendor) way of telling you to please get a more up-to-date computer that can run more current operating systems. If you cannot afford a brand new Mac (they start at $599) then consider an Apple refurbished Mac or buy a used Mac from a reputable source (meaning not E-Bay, Craigslist, Nextdoor, Marketplace, local PC dealer, a friend neighbor or family member) such as macsales.com.
Best of luck.

You don't. Catalina is the newest macOS that the 2013 can run.
macOS Big Sur is compatible with these computers - Apple Support
