iCloud Photos stuck 'Updating' on Win 11

My iCloud Sync with Windows 11 App is stuck 'Updating' and no photos are moving across. My sync with iCloud itself is fine, but then iCloud syncing to my PC is not.

This used to work a few months ago, i have tried uninstalling and reinstalling, signing out and back in, revoking the sync and re-syncing etc. But nothing works and its stuck.

Plugged my device into the PC, this didn't work either. I also have 2GB of my 5GB limit remaining, so it's not a low space issue as suggested in other threads.

I have taken a look in the Logs for icloud and here is some snippets i think might be relating to the issue:

The lines below are repeated a lot:

This makes me think that something is trying to pop up asking for permissions that i am not seeing?

It is worth noting that this is on a work network, but my account is part of the administrators group as i am part of the IT team. I can open Control Panel fine normally, and run programs as an Administrator, so not sure why it wouldn't be appearing if there was a prompt?

Any help would be appreciated as i have not found a clear answer in any other threads or they are too old to be relevant.
