Cannot log into Apple ID on an iPad because it will not proceed from accepting the iPad passcode

I am trying to log into my Apple ID on my iPad but I'm stuck on the inter iPad passcode screen after using my loggin credentials. when the correct iPad passcode is entered the iPad does not move forward, I can still use the iPad and even enter an incorrect code and it acknowledges an incorrect code but when the correct code is entered the iPad does not respond, it just stays on the inter iPad passcode screen. Resetting and unlocking does not solve the issue as after a reset I am prompted again to input the iPad passcode on the Apple ID login screen and the iPad will not move forward.
