Seems Apple requires you have a payment method listed in your Apple Account for the first time you use the App Store or iTunes, even if you only download free apps.

Note: You may need to allow 24 hours for updates to come into effect.

We can't guess where these three cards may be ... eg: in Wallet for Apple Pay / Apple Cash / & etc.
You may need just one of them listed in your Apple Account for purchases from Apple in order to download apps.
If they are already listed in your Apple Account ... check above whether they are cards Apple can accept
check the expiry dates are valid
Else: check your card-provider is allowing Apple to use the cards (eg: enabled for International purchases ?)
