How do I change my MacOS Sequoia appearance?

My MacBook Pro M3 running MacOS Sequoia is looking very terrible - like a retro look on MacOS apps.

other apps open as normal but the MacOS apps like Safari and Mail appear very old school and retro like with black borders around the titles at the top. Similar to when you run Mac is safe mode. But the Mac is not running in Safe Mode. Can someone help?
