Using Skype on MacOS with a user account associated with child's iCloud

I have my children attend online classes via Skype. Sometime in 2024 their Skype on MacOS would not ring when the teacher would call. The teacher would try to call and it would ring and ring but no notification on our side. Then when the teacher stopped trying, my child's Skype would notify of a missed call. This seems to be related to Settings > Screen Time > Content & Privacy --- turning this OFF will fix the issue. I was not able to narrow down how to keep this global Content & Privacy feature ON while also filtering Skype through. I would appreciate it if Apple could add more nuanced ability to enable specific applications to work as intended.

Thanks I will cross post there as well. Since I'm not sure which software is the one with the bug I think it's reasonable to post in both. It could be Microsoft developers are using good practices advocated by Apple and this triggers the block for underage iCloud account users with MacOS who are trying to use Skype.
