What is the best Mouse for MacBook Air?

"Best" is a relative term. What is best for you may be unacceptable for someone else.

Whatever you decide on, if it is built with the common USB-A type plug, then you will need a USB-A to USB-C adapter to connect to your Mac. They are very inexpensive.

Your question is too vague. Do a search for external mouse and pick the one that best meets your needs and is compatible with your model/year computer. You won't need an "adapter or dongle" if you select a mouse that has the same connection type as your computer's ports.

While I’m not a fan of how Apple’s mouse is charged, I really like its touch interface - it beats every other mouse I’ve used. That said, I have a wired Logitech mouse for emergency purposes and it is comfortable and accurate. Just pay attention to whether it ships with a USB C or USB A cable. You’ll need USB C or purchase a USB A -> USB C adapter

I use a wired track ball mouse (upside down mouse) from Logitech but you will need an adapter for it. It is out of the monetary ballpark you are looking for.
