Sales taxes in the U.S. are collected by a hodgepodge of state and local entities.
There’s no one consolidated VAT taxing authority who collects and could theoretically issue refunds.
Evidence of any “tax exemption” would have had to have been presented at the time of purchase; so as to prevent the tax from ever being collected during the sale.
