You can review the Terms of Use for Apple Cash and there are a number of reasons why it may be restricted, sometimes it is temporary and other times it will be permanent.

Banks also must follow the rules enacted in the Bank Secrecy Act and could be related to not only your activities, but also by another party where a transaction occurred. Within these rules, anything the triggers a Suspicious Activity Report (SAR) is confidential and the bank is forbidden by law from even telling you what that may be. All you can do is wait to see what the outcome is, and as described previously, do not expect an explanation because in many cases they cannot give one to you.
