Re-contact your carrier. Nobody here can help with this, as SIM swapping is a carrier issue.

What are the indications of issues or misbehavior you are having? You’ll want to inform your carrier of these.

If the swap is happening locally with your own SIM, then switch to an eSIM if your iPhone supports that, and also keep your device better secured. Migrate your two-factor authentication away from SMS / RCS and telephone communications, as well.

Otherwise, continue discussions with the carrier, or switch carriers. Again, SIM swapping is a carrier issue.

This is not an issue that Apple nor any of us can help you with. Only your cell carrier can do anything about this problem. Your cell carrier should be able to put a lock on your number so it can't easily be switched to another device, but many customer service representatives either don't know about that or just don't want to deal with it. You'll have to continue to try and work with your carrier, or change carriers.

Regards.
