Unable to use App Store due to unnecessary charges

I'm being charged by Apple even though I didn't make any purchases. There's no information about what the charge is for. I can't use the App Store because of the charge

Apple ID is charging me whenever I try to download a FREE app This has happened a few times and now it’s happening again and I want answers. I have no active subscriptions other than one that expires on the 13th and im just confused because I try to download a free app and it says theres a billing problem, I try to fix it via deleting my payment info but it wont let me until I pay the $35 that im being charged for. I’m seriously considering switching to android because what even is this.
