That's normal for most carriers. Do you want the call to go to Voicemail on the 1st ring or a later ring?
Your carrier controls this.......not Apple. Contact the support folks at your carrier and tell them what you want.
Most carriers have a user site that will allow their customers to choose anywhere from 1 to 8 rings before the call goes to Voicemail. Hopefully, your carrier does as well.
