Unable to verify email for Apple Account creation

I am experiencing an issue where I am unable to verify my email address for my Apple ID account that im trying to create. I have tried using both a new and an old email address, but the verification process fails every time. Despite multiple attempts, I have been unable to access any support options, either through the Apple Support app or website.

Sometimes it will tell me cannot verify this email address or say "Your account cannot be created at this time"

So far nothing has worked for me, I have tried creating the account on my iPhone, Mac, PC, iTunes and I get the same result every time, and I tried getting through to apple support but have found no way to do so, neither through the support website or the support app.
